House to vote on tea party-backed debt plan (AP)

WASHINGTON ? With a default deadline drawing ominously near, House Republican leaders are giving the tea party what amounts to a symbolic floor vote on a "cut, cap and balance" debt-limit plan while behind the scenes work continues on a fallback measure that could become the framework for a compromise.

The chamber will vote Tuesday on the plan to let the government borrow another $2.4 trillion ? but only after big and immediate spending cuts and adoption by Congress of a constitutional amendment requiring a balanced federal budget.

The plan is doomed in the Democratic-controlled Senate, and the White House has promised a veto.

The cut, cap and balance measure ? and the veto threat issued Monday ? sparked the latest in predictable tit-for-tat exchanges between combatants of Capitol Hill and in the White House, even as it was revealed that President Barack Obama hosted House Speaker John Boehner, R-Ohio, and Majority Leader Eric Cantor, R-Va., at the White House on Sunday.

"We're making progress," Obama reported.

But the White House attacked the cut, cap and balance idea as an assault on cherished programs. The measure doesn't contain any actual spending cuts but promises they will be made in the future.

"What we are witnessing here with this measure is classic Washington posturing, kabuki theater," said White House press secretary Jay Carney, adding that the measure would "dismantle ... our social safety net: Social Security, Medicare and Medicaid."

Despite the veto threat, House Republicans said they would go ahead with plans to pass the bill Tuesday. "It's disappointing the White House would reject this commonsense plan to rein in the debt and deficits that are hurting job creation in America," Boehner said.

After the cut, cap and balance measure stalls, Senate leaders appear likely to try to advance a bipartisan plan to get around the debt limit crisis by giving Obama sweeping powers to order an increase in the borrowing limit. The backup measure faces furious opposition among groups like the Club for Growth and activists like blogger Erick Erickson of Redstate.com, whose opinions carry weight with many conservatives, but it's nonetheless seen as probably the most viable option for avoiding a default in two weeks.

Barring action by Congress to raise the $14.3 trillion debt ceiling, the Treasury will be unable to pay all the government's bills that come due beginning Aug. 3. Administration officials, Federal Reserve Chairman Ben Bernanke and others say the resulting default would inflict serious harm on the economy, which is still struggling to recover from the worst recession in decades.

Majority Leader Harry Reid announced that the Senate will meet each day until the issue is resolved, including weekends.

Tuesday's vote follows the collapse of a weeks-long effort to negotiate a sweeping bipartisan plan to rein in future deficits. Obama demanded that tax increases on the wealthy and selected corporations be included alongside cuts in benefit programs, but Republicans refused. It appears GOP lawmakers are still negotiating with Obama on a package of spending cuts that might be attached to the emerging Senate compromise ? in which Obama is essentially awarded the power to force a $2.5 trillion increase in the debt limit unless overridden by two-thirds of both the House and Senate.

Supporters of the cut, cap and balance measure say it mirrors a budget passed by the House in April that seeks cuts of $111 billion from government spending in the budget year that begins Oct. 1, and another $6 trillion over the coming decade through a requirement that the budget shrink relative to the overall size of the economy.

Additionally, it would require both houses of Congress to approve a balanced budget amendment to the Constitution as a condition for an increase in the debt limit.

Senate Republican leader Mitch McConnell of Kentucky has swung behind the measure. "Not only is this legislation just the kind of thing Washington needs right now, it may be the only option we have if you want to see the debt limit raised at all," he said.

In spite of his warning, McConnell and Reid have been deeply involved in writing a fallback measure that is viewed in both houses as promising.

It would allow the president to raise the debt limit by $2.5 trillion in three installments over the next year without a prior vote by lawmakers. It also would establish a panel of House and Senate members to recommend cuts in benefit programs, with any bipartisan recommendations guaranteed a yes-or-no vote.

Actually prostate cancer kills more men than breast cancer kills women.

Funding for diseases are not always rational. Breast cancer had a strong champion in the feminist movement who were campaigning for more focus on women?s health issues.

I know it seems unfair that this focus still exists, as in general women are healthier than men.

Unfortunately health care and politics mix together.

But this doesn?t take away from the fact that breast cancer is a serious issue and while we should also fund and support initiatives related to prostate cancer, we shouldn?t ignore breast cancer.

Inside, five Emirati intellectuals, jailed since April, were appearing for their second day in court, fighting charges that they were "perpetrating acts that pose a threat to state security, [by] undermining the public order, opposing the government system and insulting" the U.A.E.'s rulers. "We Emiratis rarely speak to the media but we have come here to enhance our voices," says Khaled Al Hosani, another Emirati who joined the gathering. "They [the accused] are not allowed to speak on behalf of us." (Dictators Inc.)

The U.A.E.'s wealth shields it from the sort of economic pressures that have sparked unrest in Egypt and Tunisia. The country has one of the highest incomes per capita in the world, and fat government coffers make sure the needs of locals are met, including free housing, health care and education, and heavily subsidized energy. A relatively small and close-knit citizenry with close ties to the ruling families has also staved off mass discontent with how ordinary Emiratis are governed.

So as protests and bloodshed drifted from Egypt to Bahrain and next door to Yemen, all was peaceful on the Emirati street. Beneath that stability, however, were small fractures that led to the government cracking down on efforts it perceived to be a threat. Authorities blocked a website, UAE Hewar, where many of the bloggers had posted calls for a constitutional monarchy and more direct democracy, culminating in a petition signed by 133 Emiratis in March. By the next month, the U.A.E. government also dissolved the elected boards of the Jurists' Association and the Teachers' Associations, some of the most prominent nongovernmental groups in the country, after members signed the petition calling for reforms.

Police then arrested the five dissidents currently being tried: Ahmed Mansour, an engineer who is also a member of Human Rights Watch's Middle East advisory board; Nasser bin Ghaith, a lecturer at the Abu Dhabi branch of the Sorbonne University; and the activists Fahad Salim Dalk, Ahmed Abdul Khaleq and Hassan Ali Al Khamis. Monday's proceedings heard several witnesses in a session lasting five hours. The trial will resume July 25.

For the government supporters gathered outside of court Monday, what stung the most is an assertion that the U.A.E.'s rulers have bribed the masses into silence through the generous social welfare pact. "I can say what I want," says Ali Saleh Al Mansoori, a 28-year-old who works at the Abu Dhabi International Airport. "I am not being bribed." A poll commissioned last month by The Doha Debates, the Qatar-based public forum, reported that many Gulf Arabs are afraid to speak out against their rulers in any capacity. That contrasted with the perspective of Arab respondents outside the Gulf, who live in the rest of the Middle East and North Africa, who said they felt they now had a more open political environment.

In defense of the Gulf sheikhs, one Emirati among the pro-government demonstratos, who asked not to be named, points out that the U.A.E. has a type of democracy that works well for them since their rulers' offices are open to Emiratis seeking a hearing. "Sheikh Khalifa has his majlis for the nationals every Friday and Sunday for locals," he says, referring to the traditional tribal court where Emirati citizens can petition their rulers. "Feel open to criticize but do it the right way and respect the culture." In September 2011, nearly 130,000 Emiratis will be eligible to vote for the members of the Federal National Council, the a largely advisory body. In 2006, only 7,000 voters could participate.

Human rights groups have called for the U.A.E. to drop the charges. "We consider all five men prisoners of conscience and call on the U.A.E. authorities to release them unconditionally," said Philip Luther, Middle East and North Africa deputy director at Amnesty International. Christopher Davidson, a professor at Durham University in England and author of several books on the U.A.E., said, "I know two of the five people and these are not two who would insult anyone." In Abu Dhabi, the bloggers did receive some, perhaps more quiet, support. "Yes, we have our basic needs," says Noor Mubarak, a 30-year-old engineer. "But this is not enough. I want the right to express myself. They should have the right to express themselves." But on this day, at least, her view was the exception.

German prize cancelled after Putin choice criticized (Reuters)

BERLIN (Reuters) ? A prominent German prize for freedom and democratic change will not be awarded this year after the independent award committee's decision to give it to Russian Prime Minister Vladimir Putin was criticized.

"There will be no prize this year," said a spokesman for the board of trustees that awards the Quadriga prize every year. "We will see how it continues next year."

The board of trustees said in a news release it was concerned by the "massive criticism in media and parts of politics," which prompted it to cancel the award for the first time since it was founded in 2003.

The decision comes just days before German Chancellor Angela Merkel meets Russian President Dmitry Medvedev to discuss deepening ties. They are due to meet on Monday and Tuesday.

Putin, a former KGB spy who was once stationed in East Germany, had been chosen as one of four 2011 Quadriga prize winners for his contribution to the stability and reliability of German-Russian relations, a spokesman said earlier this week.

Senior members of Germany's coalition this week criticized the choice, saying it undermined the Quadriga award, which is normally handed out on the October 3 national holiday celebrating German unification in 1990.

Others questioned Putin's democratic credentials.

Putin's spokesman was not available for comment.

Russian opposition groups say Putin led a clampdown on civil liberties during his presidency from 2000 to 2008. The United Nations and U.S. State Department have criticized Russia's human rights record and the European Parliament urged Russia last week to guarantee free elections.

The Kremlin has dismissed such criticism.

The Quadriga award annually honors people who are "role models for and from Germany" and is "dedicated to all those whose courage tears down walls and whose commitment builds bridges."

Putin has enjoyed close relations with former Chancellor Gerhard Schroeder and helped the retired German leader secure a supervisory board position at a Russian-German energy company.

The German Foreign Office declined to comment, saying it was a private decision by a private organization. The Russian Embassy also declined to comment.

Former Soviet leader Mikhail Gorbachev, former Czech President Vaclav Havel, German Finance Minister Wolfgang Schaeuble, Greek Prime Minister George Papandreou and Turkish Prime Minister Tayyip Erdogan are among previous winners.

The case of the Ex is a touchy subject. Whether it?s a boyfriend/girlfriend or a best friend, when a relationship ends its usually not on the best of terms. After a big fight and both parties have had the chance to calm down, you can?t help but wonder if you should rekindle that broken friendship/relationship. So what happens at this point? Depending on how the relationship ended is usually where you can figure out if it?s even worth getting back together. Lets look at the type of relationships, pros, cons, and if going back to memory lane is even worth it.

Friendships are the most important relationship that one can have. These are the individuals that help you escape or just vent on family, work, or relationship issues. It is vital to have someone that understands you without any judgment. So why do friendships end to begin with? Friendships may end simply because of the situations the friends are into or even the friends themselves may change. ?For example, one friend may relocate for higher studies or a better job and the new change may affect the friendship. Another significant reason that friendships often end is because one friend may think the next friend has changed. One friend might change social circles, become involved in new social organizations, start to date, or take on some other venture that consumes more time and passion.?And you know what they say,?Birds of a feather flock together. However I think it hurts less when both friends change (also known as growing apart) because then the ?breakup? is mutual and both individuals get closure by deciding to let go and move forward in their own lives. And then you have the typical sad story of a friendship ending because of ?a misunderstanding, a disagreement, maybe some corny ass he-say-she-say mess (although I hope high school has long ended for many of you) or an act of betrayal. Well?if they really did betray you, you probably shouldn?t consider rekindling THAT relationship, but for the most part if you really did care about that particular friend, think it through carefully before completely dismissing them. ?After all in this economy, a good friend is really hard to find.

Boyfriend/girlfriend relationships are a whole different ball game. Being in a relationship is an amazing feeling. This is the person that shares intimate moments (not just physical) with you that no one else will. He/or she may be your potential spouse that you want to start a family with. Unfortunately, all the love and passion you have for one another may not be enough to sustain the relationship. For most people, the cause of breakups is trust, consistency, and life obstacles. Trust is the big kicker. When that is thrown out the window, it is always hard to build back that foundation. It also dissolves communication, which is THE VITAL factor in any relationship. Follow that lost of trust with inconsistency; when he or she says their going to do something or not do something any more, we expect them to actually mean it and follow through accordingly. And when their word holds no value, there becomes a lack of high regard and respect for that individual. So if you can?t be a person of your word, PLEASE SHUT UP,or?at least?stop lying to people?I?m just saying.

Life obstacles are an important factor as well; sometimes-unexpected things happen in our lives to where we have no control. This is the stage in the relationship that will determine how strong the love really is. For example if your boyfriend finds out that he has a child from a past relationship or if your girlfriend has to take on a full time job of taking care of a loved one that can no longer take care of his or her self. This can be a toll that no one wants to deal with.

You need to figure out if all the great times shared overshadowed the not so great times. And if you decide its best to keep it pushing, thats great too. If hard feelings cannot be resolved, take it as a lesson learned and use that negative experience to inspire positive future relationships in your life???

CAVA Discusses The State Of China's Music Industry At Digital ...

On June 22nd, Digital Music NY hosted representatives from the China Audio Video Association (CAVA) to discuss the changing music and copyright environment in China at South Street Seaport?s RED. MusicDish*China founder Eric de Fontenay was joined by the Administrative VP Mr. Ju Wang and Deputy Chairman Bill Zang, who is also the Chairman of the China Music Industry Committee (CMIC), VP of Shanghai Synergy Culture & Entertainment Group (SSCEG) and President of a-Peer Synergy. The event brought together people from all sides of the music industry such as lawyer, music producer, record label company, artists and students interested in China?s music market.

Responding to the potential and difficulties of China?s market, Mr. Zang noted that while China Mobile?s annual income generated from music is over than 15 billion RMB, yet content owners have barely received 100 million RMB in royalties. There is clearly a growing market driven by widespread mobile penetration (over 950 million subscribers) and popularity of services like ringback tones (or ?color tones? as they are referred to in China), but this is for naught if there is not a more equitable distribution of the revenues.

Mr. Zang also noted that the development of China?s music industry is hampered by imperfections of the present legal system. Central to that discussion was Baidu?s role in flooding the market with online pirated music. Even after being successfully sued by China Audio Video Copyright Association (CAVCA), Baidu?s compensation ended up being less than 1 million RMB.

As such, CAVA has now proposed three conditions on Baidu. First, give record labels and artists a fair compensation for their economic losses as a result of piracy on Baidu. Second, take down all illegal MP3 links down. Third, cooperate with CAVA to contribute to the sustainable development of China?s music industry. The conditions carry even more weight since Baidu joined the Alliance Of The Digital Music Industry (ADMI) which bound it to the ?Alliance of the Digital Music Industry Convention.? Regarding piracy in China, Mr. Wang reinforced that the Chinese government is taking a very serious position on copyright issues and has taken strong efforts to cracking down on piracy. But often when the task is assigned at the local level, fears of losses to the local economy from enforcement (shutting down business and additional cost of royalties) may hamper enforcement on the ground.

Mr. Wang concluded by explaining how CAVA has expanded into a variety of activities at the local level that will have impact at the grassroots of the industry, such as the founding of National music industrial parks as well as establishment of music industry funding mechanisms. The association is also looking forward to working with western artists and professionals in order to learn from them as well as foster collaborations that would enable western musicians to develop our own mainstream art with Chinese characteristics.

Nashville Wine Shops: The Best in Standard Fair ? I Love To Drink Wine

When one moves to a new city, there are certain things that need to be done in short order ? set up utilities, learn your route to work, secure child care services, and, of course, find the best local wine shops. You can just rely on the Internet, but to really know where to go for the best in wines and spirits, you need to visit the stores and check out the inventory. There are any number of great shops, each with unique strengths and weaknesses.

Over the last couple of months, I have visited several wine and spirit stores in Nashville. Starting here and continuing in the coming weeks, I will describe my favorites. The absence of a certain shop from this series of posts does not mean you should not check it out. I am comfortable in saying, however, that these places should be at the top of your list. ?This post talks about some of your standard, go-to wine shops. In future posts, I will discuss a few others that had unique attributes or inventory.

A couple of universal gripes: (1) I found no Virginia wines and (2) I found only one Finger Lakes wine in one shop. As a former Rochester, NY and DC resident, not to mention a fan of quality American wines, this is a bitter pill to swallow. I hope a local distributor will step up to the plate and correct this deficiency. If not, who knows, maybe I will have to do it.

The Wine Chap

The Wine Chap is a solid wine shop just off of West End outside of Downtown Nashville. A glance around the shop shows relatively inexpensive selections and promotions in numerous displays surrounding more select wines organized by varietal and region. The Wine Chap has good selections of California and Oregon chardonnays and pinot noirs (including labels like Hendry and Grgich), California cabernets, Italian and French whites and reds, and German and Alsatian rieslings. The shop also carries a relatively large quantity of Australian and New Zealand (mostly Marlborough) wines and a variety of other whites and dessert wines from places like Tokaj, though it is a little light on wines from Spain and Portugal. The back of the shop has an above average selection of spirits, including St. Germain, Campari, Alston, and Tuaca. It also carries relatively small bottles of Vermouth, important for a home bar.

The Wine Shoppe at Green Hills

WSGH is just off of Hillsboro Road in Green Hills.? As you walk in the door you?ll find French reds (predominantly Bordeaux and Rhone) and California cabernet, syrah, merlot, and other reds. WSGH also has a variety of chardonnays from Washington, California, and Burgundy, and different whites from Germany, France, New Zealand, and Italy.? There are also red varietals from typical regions like Spain, Australia, and Argentina. The one negative about WSGH is that it can be a bit difficult to find what you are looking for. The organization of the wines is not as clear as it could be, possibly because of the relatively small retail space and large selection. That said, a bit of hunting or a willingness to be led will be rewarded ? quality staff here.

Midtown Wine & Spirits

These next two options are two of Nashville?s largest wine and spirit stores and therefore, as one might expect, they contain comprehensive selections. A large portion of Midtown?s unsurprisingly, is from California and includes zinfandel (with some interesting selections from Lodi), merlot, cabernet and various other reds. Midtown has a large number of pinot noirs from regions like California, Oregon, New Zealand, Argentina, and Australia. It has a large chardonnay selection from California and Washington and numerous whites and reds from France, Australia, New Zealand, and Chile. Midtown?s collection of Spanish and Italian wines is respectable if not as large as its California displays, but it has a wide variety of dessert wines to supplement its more standard fair. I would have appreciated a larger selection of German and Austrian whites, such as rieslings and gew?rztraminer, but I drink these wines more than most. Midtown also has a solid selection of spirits, including St. Germain, Campari, Aperol, various grappas, Eau de Vie, and numerous bitters. Bottom line, if it is a fairly common varietal and region, or a popular spirit, odds are you will find a good label at Midtown.

Frugal MacDoogal Wine & Liquor Warehouse

Upon first entering Frugal MacDoogal, you might think that the wine is an afterthought, given FD?s large selection of spirits. This first impression is misleading. FD has a large selection of California cabernet, syrah, merlot, and zinfandel. It also has a good stock of Oregon and California pinot noir. Heading over the Atlantic, you will find reds from Italy, Spain, and Portugal with your standard Bordeaux, Burgundy, and Rhone from France. Though small, there is a selection of New Zealand pinot noir. You?ll also find a variety of whites, including Rieslings from Oregon, Washington, and Germany, California chardonnays, New Zealand sauvignon blancs, and miscellaneous selections from countries like Chile and Argentina.? There are whites from France and Italy as well, but if that is what you are looking for there are other destinations that present more options. FD also has nice dessert wine options like muscato di asti, tokay, and a variety of sherries and ports. There are a few bottles of Tennessee wine. What makes FD different from your average discount wine shop, however, is the separate room in the back loaded with higher end wines from star wineries in various regions ? Poggio Antico in Montalcino and Hendry in Napa Valley are just a couple of examples. The spirits also make FD worth a stop if you are stocking your bar. FD has many options in your standard spirits, as well as more unique offerings like Lillet, Abernathy, eau de vie, Luxardo, Chartreuse, and Tuaca. Like The Wine Chap, you can also find small bottles of vermouth here. FD is your typical large-selection wine and spirits shop, but with a few gems amid the plenty.

Kobayashi still to pen new Sauber deal (AFP)

SILVERSTONE, United Kingdom (AFP) ? Japanese Kamui Kobayashi impressed his admirers and critics again on Saturday when he qualified eighth in his Sauber for the British Grand Prix and revealed he has yet to sign a deal for next year.

The 24-year-old daredevil, who has built up a reputation as one of the fastest, boldest and most-improved drivers in the pit lane, recovered from a crash during rain-hit practice on Friday to deliver one of the best laps in an unpredictable qualifying session.

"It was a tricky session with constantly changing conditions and extremely difficult to predict what would be right and what would be wrong, but we have handled this quite well," said Kobayashi.

"In Q1, I struggled a bit because I wasn't used to the car's balance on the hard tyres, and didn't have a chance to do a lap on the soft compound because the rain set in.

"In Q2, the track conditions were still tricky and damp, but in Q3, when I did my final lap on fresh soft tyres, everything worked out the way it should do.

"So, I am happy with this lap and I am especially thankful to my team because, due to their hard work, we recovered from what happened on Friday morning. Now I want to make the most of all this in tomorrow's race."

Praised by the BBC television pundit and former racer Briton Martin Brundle as "truly emerging as a world-class driver", Kobayashi now looks likely to become Japan's most successful F1 racing driver.

He has been with the Sauber team since 2010 and has made steady progress, but is not certain to stay next year and could be on open to offers from a top team.

Asked about his future, he said: "Sauber is a good place to learn F1 -- it's a private team and if something is not going well then Peter Sauber talks to me and I have to improve.

"It's a good experience. But I still have more than nine races (to go) and it is too early to say (what I am to do). Red Bull and McLaren are top teams, but I don't think they have any space."

His self-effacing style and bright sense of humour have endeared him to many in the paddock and, allied to his spectacular driving style, made him alongside Lewis Hamilton the most popular driver for the fans.

The pair are regarded as the boldest overtaking drivers on the grid and, depending on the final machinations of the driver market ahead of 2012, it remains possible that they could even be paired at McLaren next season.

Internet providers to act against online pirates (Reuters)

LOS ANGELES (Reuters) ? Consumers who illegally download copyrighted films, music or television shows might see their Internet speed slowed or access restricted under an industry anti-piracy effort announced on Thursday.

U.S. Internet service providers, including Verizon Communications Inc, Comcast Corp, Time Warner Cable Inc, Cablevision Systems Corp and AT&T Inc agreed to alert customers, up to six times, when it appears their account is used for illegal downloading. Warnings will come as e-mails or pop-up messages.

If suspected illegal activity persists, the provider might temporarily slow Internet speed or redirect the browser to a specific Web page until the customer contacts the company. The user can seek an independent review of whether they acted legally.

Internet access will not be terminated, according to a statement from the industry partners behind the effort. The coalition includes groups representing movie studios, independent film makers and record labels.

The group argues that content piracy costs the U.S. economy more than 373,000 jobs, $16 billion in lost earnings and $3 billion in tax revenue each year.

Industry officials said they thought most people would stop copyright violations once they were warned about illegal activity. The warnings also might alert parents unaware of their children's activity.

"We are confident that, once informed that content theft is taking place on their accounts, the great majority of broadband subscribers will take steps to stop it," James Assey, executive vice president of the National Cable & Telecommunications Association, said in a statement.

Two consumer groups said the effort had the "potential to be an important educational vehicle" to help reduce online copyright infringement, but voiced concern about the sanctions.

"We are particularly disappointed that the agreement lists Internet account suspension among the possible remedies," the Center for Democracy & Technology and Public Knowledge said in a statement.

The groups said it would be "wrong for any (Internet service provider) to cut off subscribers, even temporarily, based on allegations that have not been tested in court."

The Obama administration welcomed the industry effort.

"We believe it will have a significant impact on reducing online piracy," Victoria Espinel, the U.S. intellectual property enforcement coordinator, wrote on the White House blog.

The administration expects the organization that implements the program to consult with advocacy groups "to assure that its practices are fully consistent with the democratic values that have helped the Internet to flourish," she added.
