traffic violation question, failure to stop at a stop sign - Askinglaw

Today, my sister got a ticket that said ?failure to stop at a stop sign?. Here is some back ground. My sister has had a perfect driving history the past 15 years. Not one violation. When she moved to this city, the school cop hated her son and step daughter. Well my sister and her husband have gotten pulled over 2 times just by him. Well she got a ticket this time. I was in the car with her. She pulled to the stop sign slowed down to where she was barley moving, saw no one was coming, and took off. The cop pulled her over about half a mile away after that and gave her a ticket. at first he said you slowed then took off but wrote the ticket as she failed to stop which i think means that she didn?t even slow down she just ran straight through. she doesn?t want a dumb ticket on a record like this because she did nothing wrong. its the cop. what can she do? can she win in court?
